and hold strong opinions against them if they fail to deliver on their promises To declare his continued commitment to finding a permanent solution to drinking water scarcity and perennial drought conditions in the constituency he pointed out how he had conveyed the seriousness of the issue to Siddaramaiah immediately after his taking over as the Congress chief minister of the State He tried to reason with the voters by stating that if the implementation of the project was delayed any further it would trigger a massive public unrest He reeled off facts relevant to the issue at hand: allotment of over Rs10000 crores by the Congress Government in the State and the process of inviting tenders for the project (The Karnataka Budget 2013-14 has an allocation of Rs 850 crores for the project even before obtaining any statutory clearances) In clear desperation to convince the voters of his determination Moily was even specific about how soon water would start flowing into the
